To adjust Ranger NBV's rotational buoyancy, the RBC system can
shift lead weights along each axis of the vehicle. There are five
RBCs on the vehicle. Each one consists of a sealed tube that contains
a lead weight that can be automatically positioned along its length.
Since the tubes are sealed, there is no change in the vehicle's
center of buoyancy.
